That article says that there's no proof the people operating the drone have terroristic intentions but it's like...
EVERYONEEEEEE knows you DON'T FLY A DRONE OVER A FUCKING AIRPORT.
The article ALSO SAYS it's a "commercial sized drone" and that every time attempt to reopen the airfield, it RETURNS.

The military ought to be able to track the drone when it returns to its owner. The battery can't last forever. They'll bust the asshole eventually.

They're at the very least being harassed because it reappears every time they try to reopen.
Doesn't sound like somebody just having fun to me.
Some OCD fuckers can amuse themselves for days with a worn out joke. It's sort of like being goal-directed, but with no real purpose in mind.
They're evidently trying to create a nuisance by preventing arrivals and departures, rather than trying to create a safety hazard by harassing planes in the air. So they're showing at least some restraint.

Just being a drone in the area AT ANY TIME is a safety hazard.
A lot can go wrong with drones.

No, it's not innocent. The dude needs to go to jail.
Nevertheless, I'm not convinced he realizes how dangerous the situation is. He only sends the drone in when he wants to prevent planes from flying. Not when they're actually airborne.
