If they park on the street, they'll have to park way up on the lawn to leave room for traffic. The lawns will be a perpetual shithole of muddy tire tracks.

They should've put in parallel parking spots along the street.

Do homeless people usually have cars?

I dunno, maybe sometimes?

The lack of parking is almost certainly strategic and psychological like all the other aspects of the community's design...

Plus, a lot of vehicles just trashes up the look of a place and those are tiny houses close together which would make that issue even worse in this situation.

More than you realize. Some live in their cars.

Since the goal of the community is to help the vets become self-sufficient and move on, them who don't have a car will need to get one at some point.

It's just bizarre to see a neighborhood with no parking at all. They could've put the houses further back from the street to keep the parked cars from overwhelming the scenery.

Speaking of scenery, there isn't any. Every house has a view of the neighbor's back wall. They need to plant some trees and do some landscaping. A row of trees along the street would keep parked cars out of view.

The sidewalk layout sucks too. I've long held the opinion that sidewalks should be designed organically. Let the users of the building walk on the grass for a few months to establish traffic lanes, then pave the beaten trails. shrug

I think the best thing would be for you to raise your points with 4 or 5 former residents of the community once they move out of there/are on their own, and see what they say.
