By "saving" these cities, they mean cutting them off from the rest of China, and the world.

I think that should be noted.

I don't think many people are going to fully realize what that means on the first read.
In black & white, right in front of them, as cold and harsh as it is, this means many
MILLIONS of people are not only going to die but are not even going to have a chance 
to fight for survival. I get the "sacrifice the few to save the many" thing but that doesn't
make it any easier to swallow.

I get the "sacrifice the few to save the many" thing but that doesn't

They're trying to save the infrastructure... I don't think it's about saving the people.

So they're basically saying re: all but 11 cities, they don't care what happens to the infrastructure in all those other cities, they're only going to expend their resources protecting the infrastructure in the selected cities.

Even the number of critical cases to known cases is concerning. It seems the 'recovered' would be the easiest number to keep up with. It must take a while to recover from.
