I don't really know what usefulness burying people in these alone would serve if the bodies are contaminated...

Imaging if FEMA workers showed up at everyone's house and dropped off one of these, just in case.
They should have said that the black pill boxes were emergency water containers, or better yet decontamination bathtubs.
They could also use the coffins to help repopulate after a mass dieoff. They would stick a guy and girl inside to give them some privacy.
