It works in unison with cosmic radiation. The two systems aren’t separate or independent. They interact exactly the way they’re supposed to according to conditions along the trajectory through the interstellar medium.

Just like the hype about the ozone layer “disappearing”... it changes depending on the conditions of the interstellar medium we’re traveling through. It’s less a reaction to the radiation and more of a dance with it.
