They're saying that Twitter is traffic attacking itself because of the recent changes they made.
100% untrue.
They made the changes because of the AI bot attack.
So the escalation started about 2 days ago.
People are trying to blame Twitter suggesting it's a ploy to get people to pay for verification.
If that were really the scheme, there would be no access limits for paying members.
They have no idea how serious this really is.
