Manufacture an emergency (ebola may or may not actually be occurring), then offer the solution... a vaccine which ACTUALLY carries disease. That's how they love to spread these deadly diseases... in vaccines. Same way they did with AIDS in Africa, same thing they did with syphilis in the US.

when i was ye small i had a nightmare that i along with many others died of an ebola like pandemic
people had concave indentations all over their bodies and their skin was turning into dead zombie like bodies
