Is this a measure to stop the spread of the virus through the sewer system or is it just about tracking and "draconian" tactics against people?

So somebody in LA is sick, they went to the doctor who presumably determined they didn't have the coronavirus either because they didn't even bring it up, or he hadn't been in China, etc.

Well it seems like in that particular situation the whole idea was to get those people from Hubei to register to have their water turned back on upon returning to Shenzhen. That could be for a few reasons. If any of them got sick they'd know who they are and could start tracking their contacts more easily, among other reasons.
But still, any threat to turn off water sets a concerning precedent.
In this case, it was a refusal to turn water that was already off back on.
Crazy shit nonetheless though, and something to keep an eye on.
Sometimes this stuff can be a little confusing.
No doubt due to the "lost in translation" aspect of
going from Chinese to English.
I mean what if she had pets or something? It's a deeply upsetting story.
